90,609,000: Americans Not in Labor Force Climbs to Another Record
(CNSNews.com) - The number of Americans who are 16 years or older and who have decided not to participate in the nation's labor force has climbed to a record 90,609,000 in September, according to data released today by the Bureau of Labor Statistics.
The BLS counts a person as participating in the labor force if they are 16 years or older and either have a job or have actively sought a job in the last four weeks. A person is not participating in the labor force if they are 16 or older and have not sought a job in the last four weeks.
In from July to August, according to BLS, Americans not participating in the labor force climbed from 89,957,000 to 90,473,000, pushing past 90,000,000 for the first time, with a one month increase of 516,000.
In September, it climbed again to 90,609,000, an increase of 136,000 during the month.
In January 2009, when President Barack Obama took office, there were 80,507,000 Americans not in the labor force. Thus, the number of Americans not in the labor force has increased by 10,102,000 during Obama's presidency.
The Earned Income Tax Credit is one of the biggest anti-poverty
programs in the U.S. and it's meant for poor working families. But a new report from the Treasury Department's Inspector General finds the IRS routinely pays more than $11 billion dollars a year to people who don't actually qualify.
According
to the report, improper payments in the past decade, from 2003 through
2012, totaled up to $132.6 billion dollars, peaking during the 2010
economic crisis at $18.4 billion dollars.
The report says
the IRS was unable to show it has taken proper steps to fix the problem
after the inspector general flagged it in 2008.
Here's how the tax credit works:
low income working families get a credit that reduces their tax bill.
The size of the credit depends on their income and number of children.
If the credit is larger than what they owe, or they pay no taxes, they
get a cash payment. The program was expanded as part of the Obama
administration's stimulus.
This year, a married couple
with three children can earn up to $51,567 dollars and qualify for a
maximum $6,044 dollar tax credit.
The inspector general
found up to one-fourth of the tax dollars is given to people who don't
qualify. The report said the problem is a mix of fraud and honest
families having trouble calculating the credit.
The IRS
said it can't audit all 27 million families who claim the credit. The
tax agency added that it prevents $4 billion in improper claims each
year and is committed to expanding that.
A federal judge on Tuesday refused to dismiss a case that could fatally cripple the Obamacare health insurance law.
The Affordable Care Act forbids the federal government from enforcing
the law in any state that opted out of setting up its own health care
exchange, according to a group of small businesses whose lawsuit got a
key hearing Monday in federal court.
The Obama administration, according to their lawsuit, has ignored
that language in the law, enforcing all of its provisions even in states
where the federal government is operating the insurance marketplaces on
the error-plagued Healthcare.gov website.
Thirty-six states chose not to set up their exchanges, a move that
effectively froze Washington, D.C. out of the authority to pay subsidies
and other pot-sweeteners to convince citizens in those states to buy
medical insurance.
But the IRS overstepped its authority by paying subsidies in those states anyway, say the businesses and their lawyers.
The gradual
erosion of the U.S. dollar's status as the world's reserve currency has
been greatly hastened of late. This is due not only to the perpetual
gridlock in D.C., but also our government's inability to articulate a
strategy to deal with the $126 trillion of unfunded liabilities.
Our
addictions to debt and cheap money have finally caused our major
international creditors to call for an end to dollar hegemony and to
push for a "de-Americanized" world.
China,
the largest U.S. creditor with $1.28 trillion in Treasury bonds,
recently put out a commentary through the state-run Xinhua news agency
stating that, "Such alarming days when the destinies of others are in
the hands of a hypocritical nation have to be terminated."
In addition, Japan (our second largest creditor holding $1.14 trillion
of U.S. debt) put out a statement through its Finance Minister last week
saying, "The U.S. must avoid a situation where it cannot pay, and its
triple-A ranking plunges all of a sudden."

Army Chief of Staff Gen. Ray Odierno revealed this week that just two
Army brigades are combat-ready, with budget cuts hampering the
military's ability to train its own troops.
The startling comments were made Monday at the Association of the
U.S. Army conference. Odierno and Army Secretary John McHugh both
addressed the fallout from the budget cuts, as well as the recent
partial government shutdown, and appealed to lawmakers to restore some
stability to military funding.
"Functioning like this is just dysfunctional," Odierno said.
He said that after the sequester kicked in, "we had to stop training
basically" in the last six months of the year. He said the recently
passed stopgap funding bill has further reduced the Army's ability to
train, and warned that the recurring budget battles in Washington could
have serious consequences for America's fighting force.
"So the worst-case scenario is you ask me deploy thousands of
soldiers somewhere, and we have not properly trained them to go, because
we simply don't have the dollars and money," he said.
Odierno said the goal is to beef up the number of combat-ready
brigades to seven by June, but voiced doubt as to whether that could
happen.
"Right now, we have in the Army two brigades that are trained. That's it. Two," he said.
That doesn't count brigades in Afghanistan, but Odierno noted those
aren't really combat-ready either, since they're deployed for "training
and advising only."
A senior White House official has been sacked
after being unmasked as the man behind a widely read Twitter account
that provided an abrasive commentary on his colleagues for more than two
years.
A government official said Jofi Joseph, 40, was fired from
his job on the National Security Council nuclear non-proliferation team.
Mr Joseph posted under the now defunct Twitter name @NatSecWonk.
He apologised for his "inappropriate and mean-spirited comments".
In his tweets, Mr Joseph gave a lacerating commentary on anything from policy to personal appearance.
"Was Huma Abedin wearing beer goggles the night she met
Anthony Weiner," he tweeted, referring to the scandal-hit former New
York mayoral candidate and his wife, a former aide of Hillary Clinton.
"Almost as bad a pairing as Samantha Powers and Cass
Sunstein," he added, referring the US envoy to the UN and her husband,
who is a former White House official.
A federal judge is hearing arguments as to whether the city of Detroit should be granted protection from its creditors.
With $18bn (£11bn) of liabilities, Detroit's case is the biggest municipal bankruptcy filing in US history.
Union and pension fund representatives will argue against the
bankruptcy filing as they want to preserve payments to former city
workers.
They say that city officials have not properly negotiated with creditors.

According to the unions and pension
funds, Detroit's emergency manager, Kevyn Orr, did not hold formal
negotiating sessions before filing for bankruptcy.
They are also likely to argue that the city is not bankrupt
and has assets that can be sold, including pieces from the Detroit
Institute of Arts.
City managers say they have negotiated in good faith and
bankruptcy is the only way to manage Detroit's $18bn in debts and
liabilities.
Half of the city's liabilities result from payments to retired staff, which includes healthcare and pension obligations.
"There are only so many things they can fight about," said
John Pottow, a University of Michigan professor who specialises in
bankruptcy law.
Four officers were punished for violating nuclear rules, the latest sign of trouble in the handling of the nation's arsenal
US Air Force officers entrusted with the launch keys to long-range
nuclear missiles have been caught twice this year leaving open a blast
door that is intended to help prevent a terrorist or other intruder from
entering their underground command post, Air Force officials said.
The blast doors are never to be left open if one of the crew members
inside is asleep – as was the case in both these instances – out of
concern for the trouble an intruder could cause, including the
compromising of secret launch codes.
Transgressions such as this are rarely revealed publicly. But
officials with direct knowledge of Air Force intercontinental ballistic
missile operations told The Associated Press that such violations have
occurred, undetected, more times than in the cases of the two launch
crew commanders and two deputy commanders who were given administrative
punishments this year.
The blast door violations are another sign of trouble in the handling
of the nation's nuclear arsenal. The AP has discovered a series of
problems within the ICBM force, including a failed safety inspection,
the temporary sidelining of launch officers deemed unfit for duty and
the abrupt firing last week of the two-star general in charge. The
problems, including low morale, underscore the challenges of keeping
safe such a deadly force that is constantly on alert but is unlikely
ever to be used.
The willingness of some launch officers to leave the blast door open
at times reflects a mindset far removed from Cold War days when the US
lived in fear of a nuclear strike by the Soviet Union. It was that fear
that provided the original rationale for placing ICBMs in reinforced
underground silos and the launch control officers in buried capsules –
so that in the event of an attack the officers might survive to launch a
counterattack.
